Comey will say he was given bad info. He already threw McCabe under the bus when they found Hillary's classified emails on the pervert's laptop. McCabe said he informed Comey about the laptop, and Comey said McCabe did not. So the laptop sat for 3-4 more weeks.
Yes, there is a deep state of sorts with Brennan to cutoout1 to cutout2 to Mifsud, but there is also the incompetent FBI and the rest of the semi-competent CIA involved.
