They have shortages, not because there is a teacher shortage, plenty of teachers, the problem is none of them want to live in “fly over country”
I remember a teacher, millennial, second year teacher, worked in a affluent suburban New Jersey school district as a Music teacher, she quit her job because she didn’t like the 1 and a half hour commute from Central City Philadelphia, she lived in a loft apartment in central city and did not see herself living in the dull and boring suburbs.
They are hiring them because they are cheaper. I encountered this problem in Prince Georges county in MD. It was a big H-1B scam.
Foreign teachers have been used for decades. There wouldn’t be a “shortage of teachers” if classroom discipline support were adequate. These teachers with H1Bs have to put up with a lot, because if they lose their job they’d have to go back home. The other thing the foreign competition has done is put a damper on teachers speaking out. It’s way too easy for administrators to make life miserable for a teacher that sets high standards, then claim they need foreigners to fill open positions.
The most important thing Donald Trump can do... The biggest legacy he could leave is to SHUT DOWN THE DEPARTMENT OF EDUCATION and move those funds to the States. Better yet, to to the Counties.

They don’t want to live in Podunk Arizona after getting their Education degree at the liberal Marxist Mecca university.
Kids are probably better off with teachers from the Philippines than the average mush-headed Marxist product of US education departments.
The Philippines is a third world island nation. This is true.
However, it is not a shithole. It is a vacation destination for millions of people the world over. The American, Canadian, European, Aussie, Kiwi, etc...expat population in the country is in the hundreds of thousands and evident on nearly every island in the country.
The English language is the unofficial official language of the country. There are numerous English speaking only colleges and universities all over the country. And, you are considered uneducated/ignorant if you cannot speak understandable English.
The people on whole are of traditional family values. Old school values. Honer thy mother and father. Respect for their elders. The vast majority are Christian.
Our schools are currently populated by hardcore America hating Marxist/Leftists. An influx of peoples with the aforementioned values will be a Godsend.
All the Philippine people Ive known have been excellent, well educated, respectful, kind, hard working and very strongly family oriented. Your comment is ignorant.
Unfortunately, the horribly disrespectful and downright mean kids in US schools will eat them up. These problems are resulting in many new teachers quitting before they reach the half way point in their first year of teaching.

English is mandated in Philippine schools from kinder through college. All professional education, (law, medicine, education, engineering, criminal justice, etc), require the student to be fluent in written and oral English. Course books are in English. Even all of the legislative bills are in English.
My six year old 1st grader has English as one of his courses. They are learning verbs, reading at what would be 3rd grade level in the states. In math he is doing double digit addition and subtraction, grouping and sequencing. I doubt that 1st graders in the states are doing that level of math.
