Exactly. Just because you can doesn't mean you should. Ft. Collins is a college town, so might get away with it.

I'd be less confident if I were in the states of Kansas, Oklahoma, New Mexico, Wyoming and Utah.

Of those states, I would wager that the incentive to do so would be lowest in Wyoming. They have this thing called winter.

I believe that going topless has always been legal in Wyoming. It’s never been advisable.
