What I’m wondering is, why do the bulbs need “replacement”? Did they burn out, or - given that this is Detroit - were they stolen by the residents?

I didn't even think of that, but you're probably right! Shooting them would be less work for the Detroit residents, than climbing up the poles to steal them...
