Exactly. The woman grew up moderately well off in a well off neighborhood. BTW, hers was not the only Puerto Rican family there, since most of them are indistinguishable from their non-Puerto Rican neighbors and live the way everybody else does - they send their kids to college, they drive nice cars, they have garbage disposals...
She’s creating a false narrative that is as unfair to the Puerto Rican population as it is to everybody else. Condescending, manipulating, and even insulting.
