What what happens when the Blue states refuse to follow Electoral College failure re EV assignment. The EV based on total national popular vote will force that states EV to be nullified based on Constitutional rule of law.

I believe you are correct. Several states cannot nullify the Constitution by compact. That takes an amendment by Congress, ratified by 3/4 of the states.

States trying this, just may have their votes disqualified.
