Yes, there are cultures that are incompatible - but seldom are there individuals - (peoples within cultures) that are incompatible.
I respectfully disagree. You take the radicalized muzzie living in their hate Americans culture and put him/her in standard American culture mixing with Americans (of all races) and they won't be able to assimilate. Their hate is embedded deep within them. They have no business living among normal people and should be shipped immediately to their home country or a culture, in this case radical Islamic, where they fit in. I would not fit in where he is most comfortable. I would literally be a fish out water suffocating in that environment. I would die trying to escape it if necessary.
The ghetto culture, ie gang bangers, don't have another country to go to where they would fit in. Can you think of any other country that has such a thing where they might fit in?
Can they be rehabilitated here to become normal? Doubtful unless the individual really wants it. I've yet to see that personally but I guess that doesn't mean it doesn't happen.
It's like taking a feral dog who has lived his entire life scraping by in the wild then put him in a little 30' x 50' fenced yard. That dog is going to do everything it can to escape that caged life. I know; I've tried to adopt and change them in the past. It just never works. Breeds that it might work on would never survive in the wild so they are culled quickly. Ironically the gang banger who is like that feral dog usually ends up in one of two places; dead or in a cage where he suffers far more than a domesticated human. He might do well in prison for one reason; he is better at living with the law of the jungle. He's still a caged feral though.
