Probably true. However fed heroes such as the FBI only seem to want to use guns when they overwhelmingly out number their opponents. When the fedgov enforcers start taking several dead a week from sniper fire or IED’s or towns in places like Texas or Missouri become de facto no go zones for the American Black and Tans the gubminy types will probably be less keen to terrorize their fellow citizens.
