So long as we are in a conspiratorial mood, I would suggest that shortwave, 40 & 20 meters, and low-power FM (<20watts) would be one of the only significant forms of communication not under anyone's immediate control. Cell phone service could be shut down in a blink, the internet also; cable and over-the-air programming will be whatever the government wants it to be.

40& 20M. wire antennas can cover regions and cross oceans on 100 watts, and are small enough to blend in, if that's what you want, unlike 160 & 80 meters or beam antennas which are always going to stand out. Less than 20 watts of FM will reach across a city, could be received by any radio, and are easily concealable in a small mobile kit.
