So imagine this: Citizens raise, oh, I don’t know, $100 million to donate towards a section of the border wall. The organizers tender payment of the money to the U.S. Department of Homeland Security (or perhaps the Army Corps of Engineers). President Donald Trump says yes, take it. The agency receives the funds. They are not complaining.

The problem wouldn't be an agency accepting the money, it would be the agency having the authorization to spend the money without an underlying bill from congress.

The Border Fence GoFundMe is private money, but once it is accepted by the government, it becomes public funds, and can only be spent as approved by congress.

At least, that would be my unfortunate take, so I hope I am wrong.

if the above is true: then keep this fund going on for years until there 100’s of millions in the fund...

the Dims hide behind the “it’s a waste of taxpayers money” BS...trump can use it as ammo in 2020 election ...raising more funds for it..”the wall is mostly already paid for...elect a republican and it will be built for free”..or something

You should read the entire article not just the excerpt:

-—> Congress already voted in 2006. Building the wall is LAW. The only thing lacking is funding.

The underlying bill was passed and signed into law in 2006.

DHS directives specifically allow for donations to specific projects, even if there are no appropriations for the project.

While the regulations created by different regulations are different, DHS explicitly allows donations of private funds to a specific project of DHS.

No vote by Congress is required.

The wall was approved, but funding not provided? So this solves the problem.

Iirc, there are numerous cases of Congress funding an agency and prohibiting the use of funds on certain tasks. If explicit permission is required, why would there be explicit prohibition?
