You are right. How could they not know this? This is a long WH tradition. The president could shut the VP out completely if he wanted. It would not be newsworthy either way. Calling him a mannequin is a little stab for no good. Trump has already indicated that Pence is staying for the 2020 run. Then he will run himself in 2024.
