The whole system has been corrupted. The Census counts illegals and includes them in the “Enumeration” for allocation of House seats. Large states with high illegal populations thus are allocated more seats - California has at least 6 extra seats it should not have. New York has at least one, as does Florida. That means the gerrymandering in those states enables districts with smaller numbers of voting citizens to make the decisions. Wasn’t much of a problem in the 40’s, but as the problem increased everyone went along with it as CA, NY, etc... gained even more power. Here in OH each District averaged over 270,000 voters, while in CA each District averaged less than 140,000 voters. Ocasio-Cortez in NY got elected with 100k votes out of less than 139k votes in her district. Why the disparity? Illegals that actually at least don’t vote, but are a very significant part of the population of those Districts.
Congress could pass a law to fix this - make the Census enumerate Citizens for District allocation as is the intent of the Constitution!! States still want a full count for the gimmees - compromise and let them have that - but give us back our vote.
