Bad precedent was set throughout the whole of the Obama Administration, refusing to enforce law, the Deep State reposes on non-enforcement.
But in jurisdictions prone to riot, such as Ferguson Missouri, there needs to be a new kind of law, using facial recognition:
When a riot is being called, Police need to use facial recognition, using infrared or radar to overcome disguises.
When a potential rioter is scanned by the Police, each individual needs to be cited, with a 24-hour curfew.
"You have 1 hour to get off the street", the tickets will say, complete with a scan of the facial-recognition.
"If you are found on the street during that time, you will be arrested."
The Govt can scan your house to see your guns.
They can swoop in before the alert is let out.

Inciting a riot is already a crime. Arrest the people calling for it.
