Most of the people “occupying” the refuge were undercover agents. . .
I suspect they were inciting and trying cause trouble.
The Bundys and LaVoy Finicum and some others were sane and sober people but others who showed up were crazy and or FBI informants.
One of the other FBI informants was a guy who called himself “John Killman” (real name Fabbio Minoggio) who led a group shooting off thousands of rounds at a pond.
