Complete and utter BS... these “Americans” are local only in the sense that they reside in the U.S. Wipro, Infosys and the rest of these third rate Indian IT sweat shops have infested the industry with low wage, low quality third world workers whose crap generally has to be cleaned up by other firms.
"Locals" mean they import from India, house them where they're working and that's it.
It's a freaking scam.

Did I miss his definition of ‘locals’? He seemed careful to avoid saying US citizens. So it sounds like they are mostly Green Card holders rather than citizens.

How many of those 3,000 “joined” as new hires and how many “joined” in the Wipro acquisition of Appirio and Design IT and other competitors? I don’t know much about Wipro. I’ve always worked beside TATA-TCS, Infosys, and in the old days Satyam.
So is Wipro actually doing “new hire” of “locals”?
