They should post signs in spanish saying anyone illegally crossing border will be subject to a sterilization emitting device that will make woman to never bear children and mens testicles will shrink.

I think the sterilization threat would be too quickly disproved. However the shrinking testicles threat taps into phobias that may provide a greater deterrent.
