Seriously I tried the HTML sandbox tutorial.....
Take your original image, and format the HTML like this:
<img src="http://i2.wp.com/metrocosm.com/wp-content/uploads/2017/09/homicides-by-country.jpg" width="75%">
And you get an image that is 75% of the width of the browser window. (Of course you can make the percentage anything you want it to be.) Shrink down the window, the image shrinks with it. Grow the window, the image grows with it until the max resolution of the image is reached.
