Link or not, you have the wrong ‘special counsel’. The law mandates the ‘Office of Special Counsel’ which is headed by Henry Kerner.
That office is not related to Special Counsel Mueller, who is entirely within DOJ internal rules.

Yes, indeed. And some are just policy manuals that have only internal effect.
A significant amount of good material has been written about the evolution of conflict management when investigating the executive branch. The article in the OP is pure junk. Not even worth a comment. The use I get from it is to, in the future, summarily write off the source.
