It's funny how the Constitution is a very small document and the bastardization and abuse in "law" books could fill a gymnasium.
We do not have a problem with our constitution. We have a problem with Jurists that ignore the constitution and create new constitutional law out of thin air based on their judicial activism.
It should be noted that The Constitution was written by men of great education and knowledge but The Constitution was written in the vernacular of the common man. It really means what it says and is not hard to interpret.
You’re confusing the Office of Special Counsel headed by Henry Kerner that protects government employees with Special Counsel Mueller. They are completely unrelated.
The US Constitution is among the most clear, concise, best written legal documents in the history of earth.
It takes an addled mind to pervert its clear directions, or sheer ill intent.
It boggles the mind that a modern law regarding toothpaste or digital watches will run to hundreds of pages when the entire US Constitution has merely 34 pages including all the amendments.

I do not think the RENO DOJ procedure has ever met a Constitutional challenge in court - yet. If I am right, that no one has challenged the procedure in court, it would be wrong to say “the court system” agrees with it.
It is a regulation, not a “law”, and simple Congressional over-ride can negate it.
