The really bad part of this flu season may not have fully hit. Early on we were seeing a lot of H3N2 flu. I understand H1N1 is now starting to rise... so we may see a dual peak this year.

Those are the types that were predicted for this year though, right?

The vaccine this year is designed to protect against H1N1, H3N2, and a B type flu.

Was the vaccine just not powerful enough?

Apparently they missed the strain going around. I haven’t dug deeply into
the various strains this year just know that most of the PCR results were showing H3N2

Here is a good article from the CDC to answer the question.

And as you read it you’ll see, besides giving you factors, that the best they can do is a 60% flu free environment with as low as 40%. That’s a talk around way of saying you’ve got a 50/50 chance of getting by or getting it. Sound effective to you? And the gist of the article was they could save the aged or illed from danger that are susceptible because of a weakened state or ill status. Yeah, half of them. They’re not being up front.
