Still dont know what a shotgun magazine extension is? It is something that attaches to the handle of the gun, the magazine extension is a solid steel tube that replaces the regular magazine cap on your shotgun. This will add a few rounds to your shotgun.
Most shotguns holds 2-5 shells, with a mag extension it can hold up to 6-10 shells. (depending on the type)
Having an extension is a personal preferences. But if it makes you safer (piece of mind) to have extra shells in your mag, by all means get one. Most have a removable plug (wooden dowel) which can be inserted to limit magazine to 3 shots

I understand that they do not anyone pumping eight shells into the air during one “shot.”

Here in West TX it’s 3 shot max on migratory birds, no limit on quail.
My shotty carries fourteen 2 3/4” shells in the mag. If I have a problem that needs more than that amount of shells to solve, then guns are going to be the least of my worries.
The shell limit is to make the hunt more “fair”. The point is to prevent hunters from doing exactly what you posit: blasting indiscriminately into the air. If you get the chance, watch a few episodes of “North Woods Law”, which follows Fish & Game wardens from NH and Maine. It’s like “Cops” only with moose and boats. They’ll frequently explain the purpose behind various restrictions like shell limits and the number of fishing poles you can have operating at a given time etc.

Three shot limit is a Federal law for migratory waterfowl hunting that requires a Duck Stamp.
State laws also limit capacity for certain hunting such as deer, but often that is a five shot limit, thus the shotgun with a five shot magazine* with a three shot plug is the most popular shotgun configuration.
When hunting two legged vermin, or when participating in some shooting sports, there is no five shot limit, so that's when tube magazine extensions come into play.
*All capacities include one in the chamber, so a "five shot magazine" holds four rounds in the magazine and one in the chamber for five total shots, and a "three shot plug" limits the magazine to two rounds plus one in the chamber.

Yup, and they're great when paired with one of the "cruiser" shotguns or the Mossberg Shockwave or Remington TAC-14 firearms.
