I think you're right and there was government involvement, probably FBI but I wouldn't rule out some other letter-agency like BATFE or CIA doing shady operations.

Paddock kept his head down, travelled frequently, and was apolitical (did not vote). This sounds a lot like the profile of an undercover operative. It would help explain why Lombardo looks so upset now.
