They aren't. Gamble and lose enough money and they'll give you a free room.
Plus his "girlfriend," if that's what she was, was in the gambling business, though I'm not sure exactly what her connections were.

I see no culpability of the hotel but it does appear this POS hauled a massive amount of suitcases and baggage. I am certain high rollers are given ample freedom as long as they keep spending so "I see nothing" attitude and house keeping kept out may have played a role. The hotel will be sued anyway as everything was sued after 9/11.
