I think they are allowed to attend, but not in uniform. I’m assuming he can’t tell them what they do on their own free time and not representing their force.

This is how you do it. I'd keep all uniformed Pax away too....let them guard the parking lots.
Also, I wish Trump tell the DoD to implement a plan that would ban JROTC, ROTC, Active Duty, Guard/Reserve Color Guard from stadiums....AND NOT FLY OVERS OR PARACHUTE JUMPS!
