I think he is posturing to be told he is unsuitable for the Army and thus get a free education. The USG is likely to accommodate him and to avoid the bad PR not try to collect the tuition. If he can make some minority claim then definitely that is what will happen.
That's the first thing I thought, too. He's pulling a Corporal Klinger to get out. I'm sure he won't be turning in his diploma along with his sword and bars, though.
