The way it was explained to me is that graduation from the service academies will qualify you for a commission, but it is up to the service to offer that commission. It rarely happens, but there have been cases where a West Point or Annapolis graduate has been told that the US government does not have a need for their services in a commissioned capacity.
This guy looks to me like he’s former enlisted. If he is not commissioned, depending on the contract he signed when he moved to West Point, he might be required to return to active duty at the enlisted pay-grade he held when he left.
Squids, and ensigns are navy, this is West Point, army.
