I agree. I would imagine that all of the viable candidates were spied on to have actionable information on them as well. In addition, it would make sense that all of the top Republicans in Congress have been spied on to have leverage for the future. Either if Clinton had won or, as is the case now, to exert pressure on them politically. With no one to stop them, the Obama Administration cast a wide net and went wild with their power.
