This might just work. We bring in unskilled and unqualified laborers. For every one of those, a business owner has to go to the laborer’s home area to fill in as unskilled and unqualified laborer (can’t rob a country of it’s only resource. That’s just wrong).

Eventually, we’ll hit an equilibrium. Especially with the increase in law enforcement hires necessary to police the newly raised crime rates.
