I thought it was two hung juries and you are free. Are these charges that weren’t prosecuted the first time?

Same charges with mistrial used by judge in second trial after jury was split down the middle on all charges.

No, and I'm not sure where you would have gotten such an idea. At some point an elected prosecutor will usually give up because the political costs of going forward at taxpayer expense exceed the political costs of dropping the case.

The equation is different with the feds, but even there, a prosecutor will generally want to lay down a losing hand.

No Double Jeopardy?

Mistrials only count toward double jeopardy if the judge declares a mistrial for gross prosecutorial misconduct during the trial.
