He needs to personally round up the votes.

Instead of tweeting to repeal now (which contradicts some previous promises), he needs to round up the 50 Senators necessary to vote for it.

Instead of tweeting to change the Senate rules, he needs to round up the 50 Senators necessary to vote to change the rules.

He can call them, see them, bribe them, threaten them.... whatever, that's how Obama got Obamacare passed...not just Tweeting.

Clearly Pence and Priebus, who are both supposedly where they are for their ability to wrangle the GOPe in Congress, have no plans to deliver anything to help Trump.

So he’d best dig in and do it himself. (And yes, he should see that as a key part of his job anyway.)
