Medicare/Medicaid was the beginning of socialized medicine in the US. Like all commie systems, only a matter of time before it falls apart financially.

When government creates rules on all aspects of life, and pays big money to implement them, it is true always and everywhere that those inside and closest to the rule-making will game it for their own corrupt advantage.
Maybe its big-pharma, maybe its banks, maybe its defense contractors - or its all of them. US government has enough tits to suckle every crony-piglet.
Just wait until Chicago’s Unions find out that their Pensions can never be fully funded. There will be anarchy and killings in the streets of the Windy City.
I seriesly doubt that Illinois voters will ever truly recognize why it is in such deep doodoo... well,, at least the live ones,, the dead on the voter rolls are pretty much irrelavant, even tho they are growing in numbers dramatically of late. Like voters , they vote like automatons and remain quiet as their state goes down the drain.
This is nothing more than an anti-pharmaceutical screed. The fiscal problems facing Illinois are much more complex than this.
