Trump already has out worked other presidents with 133 appointees hamstrung by the Miserable Senate waiting for confirmation! Obama the commie had more people confirmed at this same point in his first term.

The VP must go along with it. A majority of a cablinet or committee and then a supermajority of both houses of congress must go along with it.
I'm of the opinion that they don't believe there are enough of us out there who will have the guts to act should they attempt it. Or, they think that there are enough of them (armed liberals, lib-loyal LEO's & military) to prevent any Deplorable actions.
I also believe they have miscalculated wildly.
