based on what he told the CNN flunky, he told the Coast Guard and/or Border Protection each of the three times they contacted him that all he was suggesting is that they do routine search of only shipments related to the Awan brothers which were under diplomatic cover and thus exampt from normal procedures. They tried to get him to admit he was over-reacting, but he repeated that he was just passing along information to the cognizant authorities.

And I think later with customs which I believe does the acutal testing for radiation.The jury is still out on that as well accd. to Webb there are four contianers that may have registerd postivie.
