Sure, but it's still time consuming, The WH would have to have prepared to create their version well in advance. On the day the artifact from HI arrived they would take it into the back room, perhaps scan parts, perhaps not, then toss it in the shredder. Then create their version with the tools that they procured in advance (paper, embosser).

It's not impossible but it's a much more complex explanation. I'm not sure about the timing, whether they opened the envelope from HI in public. If so, then they would have to also create that envelope to replace the one from HI.
