BEIJING - When the sister of White House Senior Adviser Jared Kushner promoted investment in her family's new skyscraper to investors in Beijing earlier this month, she was pitching a controversial American visa program that's proven irresistible to tens of thousands of Chinese.
Over the last decade, more than 100,000 Chinese have poured at least $24 billion into "golden visa" programs across the world, an Associated Press analysis has found. These programs offer residence in exchange for investment in a country's businesses. Nowhere is Chinese demand greater than in the United States, which has taken in at least $7.7 billion and issued more than 40,000 visas to Chinese investors and their families in the past 10 years, the AP found....

I know more than a few people who have bought visas. It generally plays out as - family comes over, reports zero income, joins the welfare, food stamp and free college tuition rolls for whatever the chumps in America provide, while living in 5000 square foot house in Palos Verdes or Saddle River NJ, and while Dad is flying between Hong Kong, Shanghai and wherever for work.
Nothing controversial about the visas. Start a business here and we’ll help you along the path to citizenship. It’s called skin in the game.
It’s the only part of our immigration laws that makes sense. Because it actually benefits the people in this country, both in terms of the capital and the resources they bring in to create jobs for Americans, and ensures that we are getting high quality individuals as immigrants.
If we want the best and brightest for immigrants this is how you do it.

It’s short-sighted.
A long time ago I was a med tech in an SanFran hospital for indigents:
The first thing that MANY of the recent-arrived, well-off Chinese-Americans would do is get their VERY aged, ailing parents onto the free US medical gravy-train.
My hospital was high on a hill and they provided 24hr care for poor folks, many of whom had ZERO contact with ANYONE outside the hospital staff.
They LIVED there.
These elderly Chinese spoke ZERO english and never even tried to speak it —we had to come up with translator volunteers every time, else we had to PAY someone to find out what they needed (I understand many Chinese characters so often I could sort of divine what their needs were about).
They have info packs all about SSI, SSDI, Social Security, MediCal, etc, a whole blizzard of it.
I would say after 3 months or so they were generally more conversant in our medical welfare system than many US experts.
I even had one Chinese lady who was ONE HUNDRED YEARS OLD —imagine what her medical costs were on the taxpayers. Of course ZERO english, as always.
Her kids? They drove a very nice, shiny, huge SUV, much better than what I was driving. Better than what I drove today, in fact. They didn’t bat an eye about providing NOTHING for their mother’s medical care.
This is a bad system, I don’t care if they’re Daddy Warbucks, one and all, they break their backs working, then into the wee hours the whole name of the game is SCREWING Da Gummint for EVERYTHING they can get.

1. There is RAMPANT fraud in the EB-5 program.
Chinese buy a $500,000 house and LIE on the State dept application that the “investment” will create numerous jobs, ie: they count gardener, pool man, realtor, utility, etc as job beneficiaries.
2. Chinese PLA keeps its citizens on a Very short lease for control of assets and remaining family back home.
They are national security risks with NO Allegiance to the US as far as US National interests or protection of the US Constitution.
US Intelligence services are well aware of this foreign threat, and Universities are also alarmed at the political influence of Chinese Student groups promoting Chinese PLA policy positions.
