Fortunately for the US, the Norks don’t have a long-range ICBM. And may not have a reliable 10-kt warhead.
I wouldn’t sell the NORKS short on this. They, along with Iran, have been talking EMP for years. As the article attests, NK does have satellites and that is all an EMP attack requires. If they were able to put a nuke or two in orbit, it could happen.
This would account for the little fat guy’s bluster about destroying the US. Government studies show that up to 90% of the American population would be dead within a year from starvation, lack of water, disease, roving opportunists etc......
There is a lot we don’t know about RE: the abilities of our military. I just hope we can drop those satellites before any attack on NK.

They can put one the size of a house on a ship if need be and float it into the Gulf of Mehico....
Guess NKor didn’t get the memo that the power companies have been installing newer surge traps in all high voltage distribution to protect beyond direct lightening strikes. They’ve been doing this for +10 years now.
The “One Second After” book scenario is Hollywood. Wiring length is critical to achieve signal (EMP) gain sufficient to damage circuitry. Your watch will be fine. Your car will be fine. Your phone and most electronics not plugged into the wall will be fine. If you have a whole house surge trap at your breaker box like I do then your fine.
How does that square with the article's assertion that the delivery system is an orbiting satellite? Or am I misunderstanding? This is not my field.
