I like the idea of a “state homestead act”, for those states with very low population density. The idea is to tailor things, especially taxes, to encourage people to both own land and dwellings there and reside there.
Since these states typically have cold weather and lots of it, they should begin with the “Alaska rule”, that they must live in state for six months and 1 day each year.
To start with, if strict ground rules are followed, there should be no, zero property taxes. That is, land with dwelling owned by a single family should be tax free, though income tax and sales taxes would still be in effect. If applicable, they would also need to pay an alternative education tax.
Add to this the “Florida rule”, that primary dwellings cannot be sold off in bankruptcy.
Now the parameters. Plots and dwellings must be single nuclear family. They cannot rent or sub-let or divide their property or dwelling, nor build additional dwellings thereon. The state may set a minimum and maximum land size for the homestead.
They must pay for or otherwise provide for utilities, including power, water, and sewage, and have some means of telephonic communication, even if only for emergency use.
This means they either get grid power or generate their own. The same with fresh water. And they must have adequate sewage.
Other than this, once they buy the land and buy, or build the dwelling, this homestead will be the property of their family and descent in perpetuity.
