The latest news is Obama surveilled Trump for over a year. Remember the beginning of the process when there were 16 Republican candidates? Why in the world would Obama ONLY WIRETAP TRUMP and not the other candidates? Jeb Bush, at that time, was considered the most likely winner.
I'm sure they were all the subject of wiretaps. The whole idea was to sabotage whoever won and either blackmail them or dig up some dirt to use in the campaign after they got the nomination.
Any decent investigation will show Obama's been doing this since he took office.

My bet is that the NSA had dug up something bad on him and he was advised to write a favorable opinion. To me that is the Occam's Razor explanation.
