Mandatory quarantines without input from your local health department are on the way, thanks to a last minute Executive Order passed by outgoing President Barack Hussein Obama. In fact, Obama gave the Centers for Disease Control permission to detain anyone with even such symptoms as "headaches, cramps or fevers!"
AIDS was NOT on the list of communicable diseases which carry such strict federal quarantine stipulations. In fact, finding the list of nine diseases that permit heavy handed, federal health authorities "to apprehend, isolate, and quarantine" on the CDC website is difficult.
However, in another location appears the list of diseases which allow the feds to place you in social ostracism. They include: cholera, diphtheria, infectious tuberculosis, plague, smallpox, yellow fever, viral hemorrhagic fevers such as Lasso, Ebola, SARS, and influenza.
Airline and ship crews are being alerted to these new federal health quarantine guidelines. Crew members must now "report overt signs and symptoms displayed by sick travelers to the CDC!" Massachusetts even has extended this new authoritarian law by declaring they "can remove you from your home, effective 3-21-2017." Even such simple symptoms as having a headache, feeling like you are cramping, or running a fever could trigger an alert for the feds to step in.
Originally, a quarantine period lasted 40 days, which explains the period during which "an arriving vessel suspected of carrying contagious disease is detained in port in STRICT ISOLATION." International cruise lines now fly courtesy flags from smaller nations even though much of their income is from American travelers. No explanation was noticed on the CDC websites to explain to these courtesy ports how to proceed in the face of America's harsh new authoritarian quarantine rules...

Certain laws can not be changed and politicians live within the wiggle room of what they can "make" legal or illegal. Quarentine laws have been on the books for a while.

No surprise that he continued to treat AIDS as if a non-disease issue. We should have isolated everyone with HIV back when the disease was first detectable.
