Governor Herbert has signed H.B. 198 into law. The bill provides for adults aged 18-20 to obtain a Utah concealed carry permit. The bill requires that permit holders meet minimum age requirements of other states when in those states. From utah.gov:
This bill:There are a number of states that provide for adults aged 18 to 20 to obtain concealed carry permit or who may legally carry firearms for self defense.
▸ establishes a provisional permit to carry a concealed firearm;
▸ stipulates that individuals must be at least 18 years of age, but no more than 20 years of age, to obtain the permit;
▸ stipulates that the holder of a provisional permit issued by the state must meet eligibility requirements, including minimum age requirements, to carry a concealed firearm in another state; and
▸ prohibits a provisional permit holder from carrying a concealed firearm on or about an elementary or secondary school premises.
Herbert, in his monthly KUED press conference held before he signed the bill, said he had heard the arguments for and against the change.
"I understand the arguments again on both sides of that," he said. "Are you mature enough in fact to have a concealed weapon at 18 to 21? You juxtapose that over we have people we put in the military that carry M16s and other weapons with the intent of defending our freedoms and killing people. If they are old enough to do that, they are probably old enough to get some training and carry a weapon."
Waiting for the first 18-20 aged concealed carry shooting for the predictable “See? I told you so’s” from opponents.

Utah’s permits will now fall off of many states’ reciprocity lists as a result.
My dad was with CDEC in 62-65. Until he died, he still loved bi annual trips to Paso, Templton, San Miguel, etc. Beautiful area of CA, lots of Trump hats/stickers....too bad the gun/tax/freedom limiting liberal make even conservative areas miserable for me to consider moving there.

I think the next step is to suggest “ad hoc deputization” by the Sheriffs, by which there is public familiarization with and a process by which the Sheriffs can form volunteer armed militias, typically for natural disaster response.
Oddly enough, Utah’s top five are earthquakes, floods, landslides and avalanches, wildfires and heavy snow.
There is a 43 percent probability that the Wasatch Front will experience a large earthquake magnitude 6.75 or greater in the next 50 years. 80% of Utah’s population live within 15 miles of that fault. It includes the cities of Salt Lake City, Provo, West Valley City, West Jordan, Layton, and Ogden.
Such an earthquake could take out Utah’s larger airports and major highways, along with much of its emergency response.
For Sheriffs in outlying counties to be able to muster armed militias could be very helpful in freeing up police for other duties, helping with evacuations, fending off looters, you name it.

No. The legislators covered that. The 18-20 year permit is a “provisional” permit. The regular permit still has reciprocity.
