No, the problem is with the liberal busybodies who infest ALL of the Federal Government and distort and corrupt every piece of legislation passed & signed.

George Washington could have signed a Bill advocating Apple Pie and Motherhood and after the current (1990 to Present) crop of Federal bureaucrats finished with the implementation, the addition of 1/2 cup arsenic to all Apple Pies would be mandated and Motherhood would be as described in "Heather has Two Mommies" (or "Bruce, Jon and Marc").

You're halfway to an intelligent answer, push yourself and you can make it all the way. You are right, an "Apple Pie and Motherhood Act" would end up deeply corrupted by liberal busybodies, so only a really stupid Republican would pass it. So it took a stupid, liberal GHW Bush to allow the ADA, which inevitably would be corrupted.

BTW, it would take a deranged conservative to have anything particularly nice to say about GHW Bush, whose legacy, besides the ADA, includes his import ban on assault rifles, appointing David Souter to the supreme court, leading the charge for NAFTA, and Ted Kennedy's Immigration Act of 1990.
