That is just it: John McCain does a lot of things that belong in someone else's job description, and has for a long time. Sometime he acts like the SoS, sometime he acts like the SecDef, sometimes he acts like the Senate majority/minority leader, sometimes he acts like the head of the FCC, and so on, ad nauseam... and he gets away with it despite making his erstwhile colleagues and team mates look like fools, and fleecing the American taxpayers six ways to Sunday.
I believe he is now also actively working as an agent to overthrow the duly elected current administration of the United States government.
He's a jackass of all trades.
