I thought guys were trained to hit the center of the chest, not the head. Bigger target, more stable, hence easier to hit. I guess if you want a 100% certain kill shot the head is a harder but better choice but disabling is often okay.

Body armor for the face is crap.
Body armor for the chest can be pretty good.
When I was in the military I grouped in the throat.

It’s the difference between a defensive face-to-face shooting (center of mass) and a sniper’s shot. One is done under great stress, the other under slightly cooler circumstances by a more skilled operator with a highly accurate weapon.
