It has been the stated position of every Presidential Administration dating back to BJ Clinton that China should "reign in" North Korea.

That position didn't work with Kim Jung Un's daddy, it isn't working with him. At what point (dating back more than 20 years now..) do we recognize that position AIN'T WORKIN' and we need to do something else?
