Nothing new in the world about this story - politicians would always rather pay for some dazzly new (union voter-built) project than pay to maintain the roads and dams that "don't vote."
A lot of similar observations were made in this book, which predicted a lot of the disorder we're seeing in the Oroville situation.

The story not being told is that because of the train wreak over flooded Cousumnes river in Elk Grove the main freight train line in the central valley is unusable. Amtrak also uses this track. We were assured that the track was inspected before the train went through. Yeah, right. Thank god it was a freight train and not Amtrak that went in the flooded river.
Because of this, all commuter trains between Stockton and the bay area have been cancelled over the Altamont, and freight trains are being diverted that way. Haven't been able to find out what is going on with Amtrak, but my guess is they are busing.
But luckily Jerry Brown is building a high speed train somewhere south of here that may someday be useable.
