The fact that you need extreme vetting to sort out mass murderers should be reason enough have a moratorium on ALL immigration. Only allow immigrants with vital skills and a pedigree consistent with US values regardless of what part of the world they are from.

I favor a comprehensive immigration ban to ALL countries until we get our footing.
Just like the "poisoned Skittles in a jar" example, we need to do urgent work revolving around evildoers already here.
