The only ones liable for any kind of service should be people on welfare. That would cool some jets.

Everyone having to serve their country in some form or another and learn discipline would help restore the character of the nation.

The military is not reform school. And alternative government services are even less so.
As a Marine Officer in the seventies, I had to constantly deal with the criminal behavior of Robert McNamara's "Project 100,000" nitwits and other trash who were directed toward their recruiter by some well-meaning judge.
In classic fashion, 90% of my time was taken up by 10% of my people. They also siphoned resources away from the good people.
The problem was so bad, that the Marine Corps actually abandoned their long-time recruiting motto; The Marine Corps Builds Men, in favor of "We're Looking For a Few Good Men, in the early 70's.
Eventually, the Project 100,000 misfits (Category IV - Low IQ's) were discharged and the Marine Corps raised their recruiting standards.
Today a new recruit must be a high school graduate. And even then, many do not qualify. Last year, 75% of Nevada HS Grads failed to qualify for military service, according to local Las Vegas news reports. And some neighborhoods around the country, have as much as a 75% HS dropout rate.
These are not the kind of people we want in the military. We don't want them. We don't need them. Not at all.
