The way you “Force” someone into “Complying” with the law is by CRIMINAL PROSECUTION. so to your statement,

YES THEY CAN, by Putting them in JAIL for The FELONIES THEY ARE COMMITTING.

They can suffer more than just having federal funds withheld.

The original tax provisions of the US Constitution allow for direct taxes to be raised to pay for federal forces to take care of a problem like this.

So if they don’t use their own resources, they will pay the federal government to use its resources.

And this is one tax I would wholeheartedly support.

Because when people wake up and realize they will be paying for these effing cities and their mayors to play their games, then all hell is going to break loose on them.
