The simpler solution is eliminating subsidies for farming in the West to bring down food prices (and federal spending) and ending ethanol mandates that suck up grain but don’t do anything except subsidize farmers indirectly.
Then food prices come down, less food gets grown to get essentially wasted, more marginal land can go fallow, and third world farmers aren’t priced out of western markets or flooded out of the market by subsidized food bought from the West and dumped in the developing world.

For example, the average EU cow has more in subsidies in some nations than the money it costs to sustain a person on a dollar a day.
