Some of this happened in the 20’s, as “progressivism” was rising.

Some of the power the States got:

The power to regulate wages and employment.

The power to regulate land use (zoning).

The Courts gained the power to prevent nearly all jury nullification (by aggressively not informing juries)

The Supreme Court could now choose what cases to hear.

All done in a relatively open and aboard manner. There are many things the states don’t want to take the heat for performing.
